Dermatologist or Urologist?

I have this condition. Whenever I rub my penis either during foreplaying or masturbating...no matter how gentle I do it, it hurts..afterwards, my penis kinda becomes swollen-like..I have chumps-like of swollen skins on my penis( wherever I touched it)..I also feel that my penis is very heavy. Also the internal skin of my penis become very red. it stays that way for a couple of hours and goes away a couple of hours, 8 or more. I don%26#039;t have health insurance, so should i go see a dermatologist or urologist?|||Definetely a Urologist, Planned parenthood has a free clinic.
